DARSAIT
SEWAGE TREATMENT PLANT
pROJECT SCOPE
The Consultant under the scope of this project is required
to provide Construction Supervision, Quantity Surveying, Contract Administration
& Project Management Services for the Construction of the New Darsait Sewage
Treatment Plant. The annual average daily flow of the new plant as reported in the
Client’s 2008 Initial Master Plan (IMP) is 50,000 m3/day at 2035 however
this capacity may change as a result of the concept design of the plant which will
be conducted by a design consultant (in a separate contract) prior to tendering
out the project for construction using DBO contracting strategy. It shall be noted
that the supervision consultant under the scope of this project has no right to
claim extra money if the design capacity of the new plant change from its capacity
reported in the Client’s 2008 IMP.
The Supervision Consultant is fully responsible to
provide a complete Construction Supervision, Quantity Surveying, Contract Administration
& Project Management Services for the Construction of the New Darsait Sewage
Treatment & its related facilities regardless to the design capacity of the
plant.
The services, which the Client requires the Consultant
to provide under this Contract, are:
A. Supervision, Contract Administration & Project
Management Services: The Consultant shall be fully responsible for conducting
supervision, contract administration, and complete project management services for
the construction activities of the
New Darsait Sewage Treatment Plant & all associated facilities such
pump stations, TE storage tank(s), flow receiving structure, by passes, connections
to the sea outfall, odor containment and
treatment system, decommissioning of the
existing plant, etc. including management of the design and following up and coordination with the design consultant to ensure that the final design review & approval
and any design issues that may arise during the construction activities, commissioning
and up to the close of the contract are delivered on time in order to ensure a complete
and successful implementation of the project.
In order to get a complete picture of the scope of the work and duties of the construction
contractor and the design consultant, the successful supervising consultant shall
read and review all design contract, design
documents & reports, construction
contract, construction documents, drawings, specifications, and all other related
documents.
As stated before that the plant will be built using DBO contracting strategy and
therefore the final design will be conducted by the contractor.
B. Quantity Surveying:
The consultant shall appoint a qualified quantity surveying
sub-consultant who shall be responsible for all financial and contractual matters
throughout the Contract period. The Consultant shall submit in his offer the name,
brief history of experience, track records, accreditation & certification, and
any other relevant information of the QS sub-consultant. The QS sub-consultant
shall be responsible for all quantity surveying & contractual activities of
the construction. The QS sub-consultant staff must have excellent language skills. The

er wishes to conduct this activity on his/her own, the
Tender
er shall sufficiently prove his capabilities in the quantity surveying in the tender
submission for consideration and will be subjected to approval.
The consultant can use his own QS engineer(s) provided
that his engineer(s) has a Bachelor degree in Quantity Surveying, more than
10 years of relevant experience, has excellent English language skills, has experience in the
local market prices, and has a certification from a professional
QS body.
